Henry Saffer received a Ph.D. in Economics from the City University of New York in 1977. He has published a number of papers on public policy and health economics. These include papers on alcohol and tobacco, mental illness and illicit drug control. He has been the principle investigator on several grants from National Institute on Alcohol Abuse and Alcoholism, and on grants from the National Institute of Cancer, the National Institute on Drug Abuse, the National Institute of Mental Health, the J.M. Foundation and the Robert Wood Johnson Foundation. He is a Research Associate at the National Bureau of Economic Research.
