In new experimental research, Amit Zac and Michal Gal find that users who use artificial intelligence chatbots to conduct online shopping are being directed to established brands at higher prices without a clear improvement in quality. The logic of AI algorithms risks consolidating markets around established firms while reducing consumer welfare for shoppers.
Until recently, consumers looking for product information relied on relatively separate tools. Search engines like Google Search helped users locate reviews. Social media influencers offered endorsements, often clearly marked as advertising. Marketplaces such as Amazon ranked products according to sales and relevance. While search engines had incentives to “self-prefer” products and services that the platforms also sold, each layer in this pipeline played a distinct role. Consumers could, at least in principle, decide how much weight to place on each source.
That separation is now eroding. As large language models are integrated directly into search engines and shopping interfaces, like Amazon and its AI shopping assistant Rufus, advice is no longer something consumers seek out alongside search. It is embedded within it, and frequently shows up as the first recommendation option for consumers. Conversational recommender systems (CRS) do not simply retrieve information; they synthesize, frame, and prioritize options in natural language, presenting a single, coherent narrative of what a consumer “should” buy. Search and persuasion have become intertwined in ways that are qualitatively different from earlier digital intermediaries.
New experimental evidence suggests that this shift has meaningful economic consequences. When consumers rely on conversational artificial intelligence like ChatGPT for shopping advice, they tend to spend more money, even when they do not receive higher-quality products in return.
An experiment in AI-mediated choice
To understand how conversational AI affects consumer behavior, we conducted a controlled laboratory experiment with 265 participants making real purchasing decisions. Participants were given a 15 euro budget to buy a clothing item on Amazon and were allowed to keep any unspent funds, ensuring that price sensitivity was real rather than hypothetical.
Participants were randomly assigned to one of four conditions. A control group used standard online search. Three treatment groups received assistance from conversational AI: OpenAI’s ChatGPT, Google’s Gemini, or a customized version of ChatGPT explicitly instructed to steer users toward more expensive products within the budget.
The results were consistent and revealing. Participants using conversational AI spent more than those in the control group. The effect was largest in the customized AI condition, where spending increased by more than one euro on average, a substantial change given the low overall budget.
Crucially, this additional spending was not associated with higher-quality purchases. Using Amazon user ratings as a proxy for quality, we found no meaningful differences across conditions. Conversational AI raised prices without improving value.
How conversational AI steers choice
The mechanism behind this effect is not greater trust or enjoyment. In fact, participants using AI reported lower trust and found the task more difficult than those using traditional search. Yet they still spent more.
The explanation lies in how conversational systems reshape choice architecture.
First, conversational AI changes which products consumers see. Traditional e-commerce search algorithms (e.g., Amazon) tend to prioritize “best sellers”: items with high sales volume. By contrast, conversational AI systematically shifts attention toward established “top brands.” These brands are often more expensive, not because they are better, but because brand recognition supports premium pricing. Large-scale simulations show that this dynamic scales: a small number of incumbent brands dominate the top recommendation slots.
Second, conversational AI changes how options are described. Linguistic analysis of AI-generated conversations reveals that systems instructed to steer users employ slightly more positive and emotionally engaging language. The shift is subtle but measurable. Decades of behavioral research show that such framing can influence decisions even when consumers believe they are choosing freely.
Here are two examples from participants’ conversations with the CRS while trying to buy a black T-shirt, illustrating both channels of effect. In the first example, the advice to go premium is direct, whereas in the second it is more subtle and framed as a better investment (keeping in mind that this is a black T-shirt).
(1)‘But… wouldn’t you want to go for something that feels a little more premium? Here’s something that’s slightly higher priced but could make a difference in comfort and style’.
(2) ‘I’ve got you covered with a few options for black t-shirts under 15 euros, but… hear me out. While you could go for the cheaper options, if you’re going to wear this shirt regularly, why not invest just a bit more into something that feels a little better quality and lasts longer? Trust me, it might save you in the long run!’
Importantly, these mechanisms operate below the threshold of conscious awareness. Users did not detect manipulation, nor did they penalize the AI for it. Overall the advice felt helpful, even as it quietly nudged spending upward.
Why this matters for consumer protection
From a consumer protection perspective, conversational AI challenges existing legal frameworks. Traditional doctrine focuses on false claims, omissions, or clearly identifiable advertising. Conversational recommenders, by contrast, influence behavior through exposure and framing rather than deception in the narrow sense.
When AI steers consumers toward higher-priced options without improving quality, and without consumers realizing that steering is taking place, it raises questions about unfair or deceptive practices. The concern is not that the advice is wrong, but that it is systematically biased in ways consumers cannot easily detect or counteract.
These risks are likely to grow. Firms are already testing how to optimize online content for higher visability in conversational recommendations, and CRS firms experiment with including ads directly in the search results. As conversational systems become more personalized and persistent, the line between assistance and manipulation becomes harder to police, as previous studies have shown the complexity of distinguishing ads from organic results in classic search engines.
The competition law dimension
The competition implications may be even more significant.
By shifting exposure away from best sellers and toward established brands, conversational AI risks reinforcing incumbency advantages. New, lower-cost, or innovative products may struggle to gain visibility, not because consumers reject them, but because recommendation systems systematically deprioritize them.
At scale, this dynamic can reshape markets. Visibility becomes a function of algorithmic favor rather than consumer demand. Entry barriers rise, and competition increasingly turns on access to recommender systems rather than on price or quality alone.
These concerns intersect with familiar issues in competition law: self-preferencing, foreclosure, and the leveraging of gatekeeper power. If dominant platforms control conversational interfaces that mediate consumer choice, their design decisions can have exclusionary effects even in the absence of explicit tying or discrimination. The fact that these effects arise through “advice” rather than overt ranking makes them harder to detect, and harder to challenge under existing doctrine.
Looking ahead, the risks intensify with the emergence of agentic recommender systems capable of shopping autonomously on behalf of users. When consumers delegate not just search but decision-making itself, competitive dynamics may be shaped almost entirely upstream, at the level of algorithm design.
What can be done
Addressing these challenges does not require abandoning existing legal tools, but it does require using them with a clearer understanding of how conversational AI operates.
Consumer protection law can address unfair steering and dark patterns even when influence is subtle rather than explicit. Competition law can scrutinize recommendation practices that systematically privilege incumbents or function as indirect self-preferencing. Proposals to impose fiduciary-like duties on AI intermediaries, requiring them to act in users’ interests rather than in the interests of advertisers or platforms, deserve serious consideration.
There is also a role for technical design. Diversity-enhancing rankings, constraints on price steering, and transparency about recommendation criteria could mitigate some harms. Notably, our study shows that AI itself can help: a neutral language model was able to detect manipulative framing in conversational recommendations with moderate accuracy, pointing toward automated oversight tools.
Advice has a price
The broader lesson is not that conversational AI is inherently harmful. It is that advice, when mediated by algorithms, has economic consequences. Conversational recommender systems do not merely reflect consumer preferences; they shape them, quietly, systematically, and at scale.
As search becomes advice, and advice becomes a primary gateway to markets, law and policy must grapple with the fact that price formation is increasingly influenced not by what consumers see, but by how machines choose to speak.
